Odisha Prepares Roadmap for Kotia Development, Ministers Warn Against Andhra’s Illegal Entry

The Odisha government is preparing a comprehensive roadmap for the development of Kotia as tensions with Andhra Pradesh intensify over the disputed border region.Revenue Minister Suresh Pujari and Law Minister Prithviraj Harichandan issued strong statements, warning against illegal incursions and reaffirming Kotia’s place within Odisha.Revenue Minister Pujari said, “Any illegal entry into Kotia will invite strict action. Andhra is trying to influence locals by acting like a ‘mausi’ (aunt), but Odisha is serving them like a mother.” He added that a full-time officer has already been assigned responsibility for Kotia’s development, and the roadmap is being finalised to accelerate welfare measures.Law Minister Harichandan echoed the sentiment, declaring, “Kotia was, is, and will remain an inseparable part of Odisha. No one can separate it.” He condemned Andhra officials for creating disputes without authority and stressed that Odisha will not yield to political interference.The remarks come after Andhra Pradesh officials reportedly entered Uparsembi village in Kotia last week to conduct a ration card and e-KYC survey. Odisha Police intervened, but locals resisted their action. Although officials later withdrew, reports suggest Andhra continues to expand its activities in the area through welfare schemes and outreach programmes.Recently, Andhra claimed 12 villages in Kotia and held meetings with residents, further escalating tensions. The state is also accused of obstructing Odisha’s electricity substation project in Uparsembi, which aims to provide uninterrupted power to 30 villages.Odisha leaders emphasised that political motives should not undermine Kotia’s development. The government’s roadmap is expected to strengthen infrastructure, welfare delivery, and administrative presence in the region, sending a clear message that Kotia remains firmly under Odisha’s jurisdiction
