Odisha’s GSDP Hits Rs 9.9L Crore, Registers 7.9% Growth In 2025-26: Economic Survey

Bhubaneswar: Odisha’s economy size proxied by GSDP at current prices is estimated to be INR 9.9 lakh crores in 2025-26, which has increased by 9.5% from 9 lakh crores in 2024-25, according to the Odisha Economic Survey 2025-26 released today by the Planning & Convergence Department ahead of the Annual Budget to be tabled tomorrow.The survey highlights robust real economic growth of 7.9% in 2025-26, surpassing the previous year’s 7.2% in 2024-25 and exceeding the all-India average of 7.4%. All sectors contributed to this strong performance, with the state benefiting from rising private and public investments poised to drive further expansion.According to the survey report, per capita income rose by 9.2% to INR 1,86,761 in 2025-26 (advance estimates), outpacing the national increase of 6.9% and accelerating Odisha’s convergence toward the all-India level.The labour market showed positive trends, with the overall Labour Force Participation Rate (LFPR) for age 15+ climbing from 58.1% in 2022 to 64.5% in 2024 (above the national 59.6%), and female LFPR surging from 37.6% to 48.7% (versus national 40.3%).Going by the survey data, in agriculture and allied sectors, which contribute 19.6% to the economy (higher than India’s 16.8%), growth reached 5.3% in 2025-26, well above the national 3.1%.Foodgrains production hit a record 150.5 lakh MT in 2024-25 (up 5.2%), with rice at 118.6 lakh MT. Paddy procurement covered 92.6 lakh MT from around 20 lakh farmers, with payments of Rs 21,300 crores under MSP and ₹7,140 crores in input subsidies; government procurement rose to nearly 78% of production. Ragi procurement doubled to 8.8 lakh quintals.“In 2024-25, 92.6 lakh metric tonnes of paddy were procured from around 20 lakh farmers, and payments totalling Rs 21,300 crores for MSP and Rs 7140 crores for input subsidy have been to farmers. Government procurement accounted for nearly 78 per cent of the state’s total paddy production, up from 61 per cent in 2023-24, reflecting enhanced outreach and support. Government procures ragi at an MSP of ₹ 4,290 per quintal, with an additional incentive of Rs 210 per quintal. In 2024-25, 8.8 lakh quintals of ragi were procured, which more than double since 2023-24”, read the survey report.Irrigation potential expanded to 74.2 lakh ha, boosting cropping intensity to 165% in 2024-25.Allied sectors thrived: milk production grew 3% to 27.1 lakh MT in 2024-25, egg production surged at a 14% CAGR from 2020-21 to 406 crore eggs in 2024-25, and fish production increased 6.1% to 11.92 lakh MT, with marine shrimp exports rising to Rs 4,708.1 crore (CAGR 7.7% since 2019-20). The industry sector contributed 41.3% to GSVA (Rs 3.6 lakh crore), growing 6.4% at constant prices, led by manufacturing at 8.3% (above national 7%).In 2025, 244 new projects worth ₹5.66 lakh crores were approved (projected 3.35 lakh jobs), while 80 implemented projects attracted Rs 1.75 lakh crores and created 1.4 lakh jobs. Business reforms achieved 98% implementation under BRAP 2024, with the Odisha Jan Vishwas Bill 2025 decriminalizing minor offences. The services sector accounted for 39.1% of GSVA, projected to grow 9.3% in 2025-26, with financial services at 11.9% amid fintech and banking growth. Policies like AI Policy 2025, GCC Policy 2025, and Semiconductor & Fabless Policy 2025 bolster the digital ecosystem.Fiscal strength remains solid: capital outlay budgeted at 6.6% of GSDP in 2025-26 (up from 5.0%), the highest among major states; debt-to-GSDP at 13.6% (lowest among major states, well below FRBM 25% limit); and interest payment to revenue receipt ratio at 2.8% (below 15% threshold).Infrastructure advanced across ports (Paradip holding ~18% national cargo share), railways (3,243 km network with 200 km added in 2024-25), and aviation (five airports, 30 direct city connections, passenger traffic CAGR 31% since 2021-22).The survey underscores Odisha’s focus on health, education, skilling, women empowerment (e.g., 16.42 lakh Lakhpati Didis), demographic dividend (69% working-age population), social equity for ST/SC communities, and sports development as the ‘Sports Capital of India’. These elements position the state for sustained, inclusive growth ahead of tomorrow’s budget presentation.As per survey report, the state has hosted major international events like the World Athletics Continental Tour and the ITTF-ATTU Asian Championships in 2025, alongside key national tournaments such as All- India Police Hockey Championship and Senior National Aquatic Championships.The government has allocated Rs 1,319 crore for Sports and Youth Services in 2025-26 to build comprehensive sports facilities across all blocks, including cricket, football, volleyball, athletics, and indoor sports venues.“Six districts have been designated as Regional Sports Hubs with Rs 600 crore for building world-class infrastructure, complemented by new high-performance centres for athletics and archery in Rourkela. The Odisha Sports Policy (2024) and programmes like the Chief Minister’s Trophy 2.0 engage over one lakh athletes, promoting grassroots talent and recognizing outstanding performers through financial awards”, read the survey.
