5,422 officials from 2,711 PACS/LAMPCS to be trained- Registration completed; trainingprogramme formally begins todayBhubaneswar, 14 August 2026:In another significant step towards making Odisha’s cooperative sector more modern, technology-driven, transparent, efficient and self-reliant, the IT Proficiency Enhancement Training Programme through OS-CIT for PACS and LAMPCS officials was formally launched today.At the inaugural programme held at the State Convention Centre, Lok Seva Bhawan, Shri Pradeep Bal Samanta, Hon’ble Minister of Cooperation, Handlooms, Textiles & Handicrafts, formally launched the training programme. PACS/LAMPCS officials from different parts of the State joined the programme virtually from their respective Authorized Learning Centres (ALCs). The programme is being implemented by Odisha Knowledge Corporation Limited (OKCL) in collaboration with the Cooperation Department, Government of Odisha.Under this initiative, 5,422 officials from 2,711 PACS/LAMPCS across the State are targeted to be trained, with two officials from each PACS/LAMPCS participating in the programme. The registration process for the training has been completed, and the programme has formally commenced from today.The training is being conducted through 540 OKCL Authorized Learning Centres (ALCs) across the State. This decentralised training arrangement will enable PACS/LAMPCS officials working in different regions of Odisha to undergo training at ALCs located close to their respective areas.The Cooperation Department is presently undertaking several digital transformation initiatives, including the implementation of the National Level PACS Software (NLPS)/ERP-based digitalisation of PACS, computerisation of the offices of the Registrar of Cooperative Societies, and digitisation of records of cooperative offices.Against this backdrop, the OS-CIT training programme aims to equip PACS and LAMPCS officials with basic computer knowledge, digital working skills and proficiency in the use of IT tools, enabling cooperative institutions to carry out their day-to-day operations in a faster, more transparent and efficient manner.The OS-CIT curriculum also includes a dedicated module on NLPS ERP. Through this module, PACS officials will acquire foundational knowledge of the ERP environment that they are expected to use in the future.The large-scale digital capacity-building initiative covering 5,422 officials from 2,711 PACS/LAMPCS assumes special significance as one of the pioneering initiatives of its kind undertaken by a State in India for strengthening the digital capabilities of grassroots cooperative institutions.Successful implementation of this programme in Odisha has the potential to emerge as a replicable model for other States. The experience gained through this initiative could also pave the way for similar large-scale digital capacity-building programmes for cooperative institutions across the country.The inaugural programme was attended by Shri Rajesh Prabhakar Patil, IAS, Commissioner-cum-Secretary, Cooperation Department; Shri Manish Agarwal, IAS, Registrar of Cooperative Societies; Shri Bhaktabandhu Sahu, Additional Registrar of Cooperative Societies; and Dr. Manoranjan Puthal, Managing Director, OKCL, along with other senior officials of the Department.The participants emphasised the shared vision:“From technology to skills, from skills to empowerment, and from empowered cooperatives to empowered farmers — this is our goal.”
