Odisha H&UD Department Achieves 94% Timeline Adherence in Citizen Services

The Housing and Urban Development Department of Odisha reported a 94% adherence rate to service timelines across 30 notified citizen services, marking a major milestone in digital governance.At a high-level review chaired by Minister Dr Krushna Chandra Mahapatra, officials highlighted that between April 2024 and April 2026, digital platforms processed 6,59,102 applications. Of these, 6,05,960 were disposed of within the mandated Service Level Agreement timelines.Trade Licenses emerged as the strongest performer, achieving a flawless 100% on-time disposal rate for 57,715 applications. Water and Sewerage Connections, which drew the highest demand with over five lakh applications, recorded 96% compliance. Sewerage Connections and Property Tax New Assessments achieved 98% and 96% respectively, while Property Tax Ownership Transfers stood at 76%. Marriage Certificates showed weaker compliance, with 53% approvals within timelines.The review also examined the Online Building Plan Approval System. Low-risk building approvals recorded 41% on-time disposal, while non-low-risk categories stood at 31%. Occupancy Certificates registered only 23% compliance, prompting directives for faster processing.Minister Mahapatra emphasised zero tolerance for delays and directed Urban Local Bodies and Development Authorities to resolve bottlenecks immediately. Additional Chief Secretary Usha Padhee said the Department continues to leverage digital tools to simplify services, improve transparency, and strengthen accountability.Currently, 23,740 applications have been disposed of beyond timelines, while 16,705 remain overdue, with water and sewerage connections accounting for the largest share.
