Amid row over misuse of power, Dayal Gangwar shifted as OSD in Home Dept

Bhubaneswar, May 25: The Odisha Government on Monday transferred ADG (Communication) Dayal Gangwar as OSD in the Home Department amid the controversy surrounding the death of a GRP constable Soumya Ranjan Swain by an angry mob in Balianta on the outskirts of Bhubaneswar on May 7.The decision reportedly comes after the NHRC put the State Government on notice while acting on a petition which alleged that an officer of ADG rank had been misusing his authority by forcing Soumya Ranjan to work like his domestic servant.Also, the deceased’s family members and relatives accused a senior IPS officer of engaging Soumya for his personal work and torturing him mentally and physically for not following his orders.The 1998-batch IPS officer has been posted as the OSD in the Home Department with immediate effect.“Sri Dayal Gangwar, IPS, (RR-1998), presently posted as ADGP, Communication, Odisha, Cuttack is hereby transferred and posted in the Home Department with immediate effect,” said a Home Department notification.Notably, in video messages, Soumya’s uncle held Gangwar responsible for the death of his nephew.He also elaborated how the senior IPS officer even after his transfer as the Railway ADG used to illegally engage a number of GRP Constables for his personal work without any official process.The 32-year-old Government Railway Police (GRP) constable Soumya was lynched by an angry mob in full public view over allegations of sexually assaulting two young women on the outskirts of Bhubaneswar.The incident has sent shockwaves across the State, prompting Chief Minister Mohan Charan Majhi to reprimand the Commissionerate Police for inaction and order a Crime Branch probe on May 9. Four police personnel were suspended, and the Balianta Inspector-in-charge was shunted.The Crime Branch, which took over the probe on May 9, has since arrested 15 persons.
