Delhi Police detains CJP founder Abhijit Dipke ahead of ‘Lehra Do Tiranga’ protest

New Delhi, October 16: Delhi Police detained CJP Founder Abhijit Dipke on Friday as he was leaving the residence of NCP-SCP spokesperson Anish Gawande, ahead of the proposed ‘Lehra Do Tiranga’ rally at Central Park in Connaught Place.A police official informed Dipke that he was being placed under preventive detention in view of restrictions imposed in the area. “We are placing you under preventive detention. Section 163 is in force in Connaught Place. You are being detained,” the official told him.Delhi Police also issued two notices to Dipke, citing restrictions under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) and a previous undertaking concerning the maintenance of public peace. The first notice, issued by the New Delhi district under the Delhi Police Act, directed Dipke not to visit Central Park in view of the restrictions in force under Section 163 of the BNSS. The second notice, issued by the South-West Delhi district, referred to earlier preventive action involving Dipke, Ashutosh and Saurav, who had been detained at the airport and subsequently produced before a court. It also cited a bond requiring them not to disturb public peace for a period of one year.Earlier on Friday, Delhi Police teams visited the residence where Dipke was staying in the national capital and served him a notice in the presence of a police official. The notice stated that restrictions under Section 163 were in force in and around Connaught Place. It further stated that the New Delhi Municipal Council (NDMC) had not granted permission for the proposed Tiranga Yatra scheduled for Saturday. The notice warned that proceeding with the march in Connaught Place despite the restrictions could be treated as a violation of the prohibitory order and invite legal action.Dipke was also informed that waving the national flag was not prohibited by law. However, the police maintained that organising an unauthorised march and assembling a crowd in violation of the restrictions could lead to legal action. He was also reminded of the requirement to handle and display the national flag with due respect in accordance with the Flag Code of India.Meanwhile, Delhi Police Commissioner Anurag Kumar held a meeting with senior police officers to review security arrangements and assess the overall situation ahead of the proposed ‘Lehra Do Tiranga’ rally in the national capital.Addressing the anticipated traffic impact of the protest, Additional Commissioner of Police (Traffic) D.K. Gupta said the traffic police had issued a detailed advisory and deployed personnel across potentially affected areas.“The traffic police have issued a detailed advisory. Areas around Connaught Place are likely to be affected. We have deployed our personnel across these zones to regulate traffic,” Gupta said.He added that police would introduce diversions if disruptions arose and were monitoring social media for inputs about potential disturbances on the ground.“Our primary objective is to ensure that commuters do not face any difficulties,” Gupta said, urging people to follow the traffic advisory and plan their journeys accordingly. The proposed ‘Lehra Do Tiranga’ rally has prompted heightened security and traffic preparations in Connaught Place, with police emphasising compliance with the prevailing restrictions and warning of legal consequences for violations.
